The government of the Borough of Hanover is vested to the Mayor and a ten member town council serving four year terms.

The Mayor was originally called Burgess. The Burgess was vested with far more power than the present day mayor. The Mayor of a Borough serves a four year term and is elected at large, unlike Councilors who are elected by ward.

The Mayor possesses few statutory powers. The mayor is in a position to exercise leadership in the community because of the prestige of the office and its elected status.

Borough Code states the Mayor preserves order, enforces ordinances and resolutions, removes nuisances, exacts a faithful performance of the duties of the officers appointed, and performs such duties assigned by law or ordinance.

The Mayor's main function under this scenario is to control the day-to-day activities of the Borough Police Force. Other duties - perform marriages, administer oaths of office and affirmations in matters pertaining to Borough affairs, serve as the representative of the municipal government at community activities. The Mayor serves as the people's spokesman to the municipal government.

In accordance with Act 175 of 1974, the open meeting act, commonly referred to as the "Sunshine Bill", the following public meetings of the below listed boards or commissions of the Borough of Hanover will be scheduled for the 2010 calendar year.
